A further 19 servicemen have been pulled alive from the rubble. Five others are missing.There were more than 300 soldiers in the training facility for paratroopers when the accident happened overnight.
The building underwent repairs a year ago. It is suspected that poor quality work may have caused the collapse. An investigation into possible negligence has been launched.

Mexican drug lord Joaquin Guzman,
known as El Chapo or "Shorty", used an elaborate tunnel to break out of a
maximum security prison, officials say.
His escape route from
Altiplano jail was more than 1.5km (1 mile) long and had ventilation and
stairs, the national security commissioner said. Eighteen guards are being questioned. Guzman was last seen in the showers of the jail on Saturday. It was the second time he had escaped from a top security prison. In 2001 he broke out by hiding in a laundry basket after bribing prison officials. He had been serving a sentence of more than 20 years after being arrested in Guatemala in 1993. His recapture in 2014 was hailed as a victory for Mexico's government.
A motorcycle was also discovered, which police believe was used to transport tools and remove earth from the space. A manhunt has been launched and flights suspended at a nearby Toluca airport. Mr Pena Nieto has ordered a full investigation to establish whether any officials helped Guzman escape. "I was profoundly shocked by the news. This is an affront to the Mexican state," he said. Guzman's wealth is estimated at $1bn (£630m). His
rise to head of the Sinaloa cartel made him the world's most wanted
drug trafficker. It smuggles huge amounts of cocaine, marijuana and
methamphetamine into the United States. Before his recapture in
2014, the US state department had offered a reward of up to $5m (£3.2m)
for information leading to his arrest. Attorney General Loretta E.
Lynch issued a statement saying the US government shared Mexico's
concern regarding the escape of Guzman. "In addition to his crimes
in Mexico, he faces multiple drug trafficking and organized crime
charges in the United States," she said. She said the US government is ready to co-operate with Mexico to help recapture Guzman.
Dutch international striker Robin Van Persie was on Sunday given a
hero's welcome by fans as he arrived in Istanbul to join Turkish
football giants Fenerbahce on an eagerly-awaited transfer from
Manchester United.
Van Persie landed at Sabiha Gokcen airport the Asian side of Istanbul
after flying in on a private jet and was given a typically raucous
reception by hundreds of supporters clad in the yellow and navy blue
colours of the club.
Accompanied by his wife Bouchra Elbali and their two children, he walked
out of the airport into a cacophony of chanting from supporters, with
the air thick with the smoke from flares lit by the fans.
Apparently unfazed by the scenes, he squeezed his way though the crowds
of fans and photographers to begin his new life in Turkey.
In a sign of his importance for the club, his entire arrival was covered
live on the club's in house TV channel Fenerbahce TV, including even
the landing of the plane and passport control. 'AN HONOUR'
"I have seen a lot over the years but I have never seen anything like this," Van Persie told the supporters.
"I hope that I'm going to make you happy... it's an honour."
Before leaving Manchester airport, Van Persie had posted pictures on
social media of himself, already wearing a Fenerbahce scarf, and his
family waving goodbye on the tarmac and also one of him at the controls
of the plane.
Fenerbahce's chairman Aziz Yildirim had on Saturday announced the
transfer of Van Persie was a done deal and, according to Turkish press
reports, his formal signing ceremony is expected on Monday.
Fenerbahce – runners up to hated Istanbul rivals Galatasaray last season
in the championship – have gone on a spending spree in a bid to
dominate the Super Lig and be a real contender in Europe.
Earlier this week, Fenerbahce signed Portuguese star Nani also from
United for six million euros (£4.26m, $6.7m) and in June bought Danish
centre-back Simon Kjaer from French side Lille.
According to press reports, Van Persie's transfer fee will be 4.7 million euros (£3.4m, $5.2m).
Van Persie, 31, made 105 appearances and scored 58 goals during his three years at Manchester United from August 2012.
But his last season was marred by an ankle ligament injury and
speculation of tension between himself and Manchester United boss Louis
van Gaal, who had guided Van Persie and his countrymen to third place in
the World Cup.
In Turkey, Van Persie will be lining up against another fellow member of

The
eurozone has given Greece until Thursday to present new proposals to
secure a deal with creditors, and has called a full EU summit for
Sunday.
European Council President Donald Tusk said this was now the "most critical moment in the history of the eurozone".
"The final deadline ends this week," he said after emergency talks in Brussels.
The
eurozone had expected Greece to submit fresh plans on Tuesday after its
voters rejected a deal in a referendum, but no new proposals were
tabled.
On Sunday, a meeting of all 28 members of the EU will be
held - a day after the new Greek proposals are expected to be discussed
by the eurozone finance ministers.
In Brussels, Greece has been
given an ultimatum: either there will be a deal or Greece and its banks
face the prospect of going bust on Monday, the BBC's Chris Morris in the
Belgian capital reports.
French
President Francois Hollande said: "It's not just the problem of Greece -
it's the future of the European Union" that is at stake.
Meanwhile, Greek Prime Minister Alexis Tsipras said he wanted a "socially just and economically viable agreement".
"The
process will be fast. It starts in the coming hours with the aim of
concluding it by the end of the week, at the latest," he said.
Mr Tsipras is due to address the European Parliament in Strasbourg later on Wednesday.

Over
dinner this evening, Greek PM Alexis Tsipras told his fellow leaders
what he wants to achieve in the wake of his victory in the Greek
referendum.
The suggestion is that he will agree to many but not
all of the demands for reform which have been made by Greece's
creditors. Some of them he had previously rejected. But he wants much
more in return - a third bailout from the eurozone, some sort of
agreement on restructuring his country's huge public debt, and more
measures to encourage economic growth.
There is huge pressure on
the Greek government because both the state and the banking system in
Greece are on the verge of running out of money. But there is also
pressure on other eurozone leaders. Mr Tusk said this was perhaps the
most critical moment in the history of the single currency and of the EU
itself.
German
Chancellor Angela Merkel said the eurozone leaders had had a "serious,
candid discussion" in Brussels that "reflected the seriousness of the
situation at hand".
She said the leaders "obviously respect the
results of the referendum" but added: "As regards the euro, we don't
have the sovereignty of just one country to contend with, but of 18.
Shared sovereignty, shared responsibility."
Mrs Merkel said Greece needed a new debt programme that would last several years, not a short-term fix.
Greek banks remain shut, with controls on cash machine withdrawals
European Commission President
Jean-Claude Juncker said he wanted Greece to remain in the eurozone but
that Greece had to "tell us where they are heading" by the end of the
week.
And he also issued a warning: "We have a Grexit scenario,
prepared in detail." This was a reference to the situation in which
Greece would have to exit the currency union.
Earlier there was anger among some eurozone members at the lack of new written proposals from Greece.
Lithuanian
President Dalia Grybauskaite said: "There was a promise for today.
Then, they're promising for tomorrow. For the Greek government it's
every time 'manana' ['tomorrow' in Spanish]."
Greece's banks have been shut since its last international bailout programme expired last Tuesday.
Capital controls have been imposed, with people unable to withdraw more than €60 (£43; $66) a day from cash machines.
The European Central Bank (ECB) has refused to increase emergency lending.
However, Mr Hollande said on Tuesday the ECB would now ensure minimum liquidity for Greece until Sunday.

The
man in charge of monitoring ethics of the 2018 and 2022 World Cup
hosting candidates has been banned from soccer for the next 7 years for
unspecified ethics violations.
Harold
Mayne-Nicholls, the former president of Chile’s football federation, is
not allowed to comment on the story, but he was “chosen by FIFA to
inspect 2018 and 2022 World Cup hosting candidates.”Surely
it’s more complicated than Mayne-Nicholls saying, “These guys could be a
problem” and FIFA saying, “No, they won’t be. You’re out,” but is the
organization going to ever do anything without us waiting for the
details.
There is something surreal in the fact that, following the news of Stephen Keshi's
sacking, the immediate response was: “For real this time?” It is apt,
of course, considering that the Big Boss has been fused at the hip with
the NFF, a burdensome conjoined twin, eternally at cross-purposes. The severance could hardly be messier, but it had to be done. This is
an outcome for which neither party is without blame, but also neither
party’s action could be faulted entirely. In submitting the application for the Cote d’Ivoire job – whether he
did so by himself or by proxy is not relevant; there was an indication
of interest, and it bore his name – Keshi essentially burned the candle
at both ends. However, there is enough here for reasonable doubt, even
though there is no grand jury to convince or convict.
There are two possibilities here: either, in handing in his
application, Keshi banked on the insularity of the process to maintain
cover; or he did so fully aware that it would get out, and could not be
bothered with the terrible repercussion(s).
Keshi is a lot of things (not all of them pleasant), but he is by no
means a naïve man. Applying on the down-low and assuming his identity
would remain a secret seems way too jejune to be credible. On the other hand, if he was aware it could get out, and was willing
to do so just the same, it raises the tantalizing question: what did he
expect would be the ultimate outcome? Never mind the public back-clapping and conciliatory tone of Amaju
Pinnick at his contract signing; Keshi is in bad odour with the NFF and
knows it. He is well aware that they only seek the slightest opportunity
to give him the boot, and he pretty much cobbled together the leather
needed. This makes little sense, especially considering there were no
guarantees regarding the Ivorian job to begin with. A bird in the hand,
and all that. The action in itself contravenes no known labour law, and is not a
direct breach of contract as far as I know. Keshi is well within his
right to apply for any job at any time. That said, all things are
lawful, but not all things are expedient. It was hardly a mole-hill, but
all the NFF really needed was a yam heap. So, if he knew this could jeopardise his position if it came out, why go ahead and do it? What could he stand to gain? Reports from his camp have been to the effect that he has not been
served notice of his sack, and that he plans to challenge the decision
on the grounds stated. He could rightly take the NFF to the Court of
Arbitration for Sport (CAS) for unlawful termination, but what would be a
favourable outcome? Forced reinstatement? It is unlikely that he really
wants that, unless there is a twisted masochistic bent in his psyche we
are as yet unaware of. Financial redress? By virtue of his sack, he already is due a healthy
severance, with two years left to run on his contract, especially
considering it is not on the grounds of grievous misconduct.

agencies to discipline anybody who is involved in foreign currency
trafficking across Nigerian borders. The bank said this in a statement issued on Sunday in Abuja, signed by
Mr Ibrahim Mu’azu, the Director of Corporate Communications of the bank.
The Central Bank of Nigeria (CBN) says it will collaborate with relevant
agencies to discipline anybody who is involved in foreign currency
trafficking across Nigerian borders.
The bank said this in a statement issued on Sunday in Abuja, signed by
Mr Ibrahim Mu’azu, the Director of Corporate Communications of the bank.
"The CBN notes with concern the increasing trafficking of huge sums of foreign currency across our borders."This practice is in defiance of the extant dictates of Section 2,
Sub-section 3 to Sub-section 5 of the amended Money Laundering
Prohibition Act of 2011,’’ the statement said.
The statement said that the apex bank insisted that transportation of
cash or negotiable instruments in excess of 10,000 dollars or its
equivalent by individuals in or out of the country should be declared to
the Nigerian Customs Service (NCS).
It also said anybody that failed to make appropriate declaration might
forfeit the undeclared funds or negotiable instruments or risk
imprisonment of not less than two years or to both.
"The CBN will investigate the source of fund and seek justification for
the possession of such volume of cash to ensure that no money laundering
activity was involved. "Those affected will also be expected to provide evidence of payment of
taxes and duties related to the cash transaction," the statement quoted
CBN as saying. According to the statement, the apex bank will collaborate with other
relevant regulatory and security agencies and will apply appropriate
sanctions and penalties for contravention of the provisions of this act.
In the closing days of President
Jonathan’s administration, Rotimi Amaechi, the then Governor of Rivers
State had made certain allegations [similar to the ones made some
Governors recently] that “certain illegal deductions were made from the
Excess Crude Account” – I recall that I got a copy of the publication at
the time, and I have therefore chosen to republish same verbatim.
Please see below and attached details of
what the states got from the ECA within the past fours years. The
Federal Ministry of Finance is making this information available in
fulfilment of the pledge by the Coordinating Minister for the Economy
and Minister of Finance, Dr Ngozi Okonjo-Iweala to make public details
of the Excess Crude Account to clarify issues thrown up by recent claims
made by Governor Rotimi Amaechi of Rivers State on behalf of some
governors.
Highlights:
In addition to their constitutionally approved receipts from the
Federation Account, the 36 states received a total of N2.92 trillion
from the Excess Crude Account (ECA) between 2011 and 2014.
The figures show that they received N966.6 billion in 2011, N816.3
billion in 2012, N859.4 billion in 2013 and N282.8 in 2014. The low
figure for 2014 reflects the steep decline in revenues due to the impact
of the crash in global oil prices which began in the middle of the
year.
Akwa Ibom (N265 billion), Rivers (N230.4 billion), Delta (N216.7
billion), Bayelsa (N176.3 billion), Kano (N106.5 billion) and Lagos
(N82.9 billion) respectively got the highest amounts from the ECA.
Kwara (N52.8 billion), Enugu (N51.6 billion), Gombe (N47.7 billion),
Nassarawa (N46.9 billion), Ekiti (N46.8 billion) and Ebonyi (N44.3
billion) received the least amounts in that order.
The summary of the inflows and outflows from the Account shows that
the opening balance was $4.56 billion in 2011 and reached a peak the
following year at $8.7 billion before declining to $2.3 billion in 2013.
The balance as at May 2015 is $2.07 billion.
The fluctuation in the ECA reflects the sharing of the proceeds
usually requested by state governors as well as the practice of
Augmentation which involves additional sharing from the ECA when
available funds are not adequate to meet revenue projections.
Subsidy and SURE-P payments are also made from the Excess Crude Account.
FG’s share from the ECA during the period was N3.29 trillion.
I always say “the reason our parents invested so much in our
education was to ensure we could be smart enough to take decisions for
ourselves irrespective of the prevailing circumstances” – I believe
President Buhari should tell his team to get about to working rather
than waking every other day throwing numbers all over the place while
trying to use that hide the apparent disorganization that has now become
of APC’s attainment to Aso Rock in the last elections.
It was middle of the night, Emeka Nwoji had this burning, uncontrollable
urge to make love to his dear wife. The thoughts that filled his mind
that very cold and lonely night were graphic and mentally he was
plotting how to make love to the angel of his life in every vital and
dangerous position he could think of.
He wanted her totally satiated but still panting for more. Then suddenly
he remembered they had had a little quarrel in the evening over the
remote and the TV channel to switch to. Emeka had lived with his wife for 12 years. He knew that getting her to
forget the quarrel and accommodate his sexual needs would be a near
impossible mission. As a sharp guy, he tried the use of body language.
He stood up from the bed, stretched and groaned with desire as his eyes
hungrily feasted on every contour of his wife’s naked body lying next to
him.
Oh! How badly he wanted her. At the peak of his needs, he summoned
courage to beg his wife to come to his aid.
“Hey don’t touch me. I’m tired of your insatiable sexual desires.
My body aches and I am not in the mood,” she fired at him.
Not ready to give up so easily, Emeka continued with his pleas to his
wife to allow him to ‘do’ just once and he would not disturb her again
for the night. He also reminded her that it was part of her obligation
as a wife to satisfy his sexual needs as often as he had the urge.
This enraged his wife and she shot up from the bed, accusing him of
wanting to turn her into a sex object.
“I need you, darling. This is supposed to be mutual. It is an act of
love.”Nwoji pleaded.
“I don’t need this type of love. I want to have a good night sleep and I
will like to be left alone sometimes. Ah-ah!!” The man continued to plead but his wife become more offended by the
disturbance.
“Let me advise you, do what other men do; get yourself a girlfriend in
the church, who will be meeting some of your sexual demands. Me, I can’t
cope again oh before you kill me.”
Nwoji was shocked that even in anger his wife could say something as
wicked as that.
“You are advising me, a man of God, a pastor, to get a girlfriend and
commit adultery just so you can sleep. Your sleep is more valuable than
the anointing of God on my head?”
“I have finished telling you.” Mrs. Nwoji said, hissing angrily.
It was not long that just like the pre-destined step made for him by his
wife, Mr. Nwoji fell to the temptations of a seductress and had an
extra-marital affair for a while before he came back to his senses and
sought forgiveness. But that put the first nail in the coffin that would
seal the marriage. Later, when the problems were beyond what Nwoji
could bear privately, he decided to narrate his story to arbiters of
justice. “It was as if I fell to an already made trap, because my depression
really took the better part of me and made me vulnerable to all sorts of
atrocities. I went astray and had an affair with a lady in the church.
The relationship helped me ease the stress of the rejection that I
suffered in the hands of my wife. The woman gave me sex, just the way I
wanted it. But my conscience was always pricking me. So we only lasted
for a while.When I came back to my senses, I felt very remorseful about my
adulterous life. I called my wife and in the presence of my father, I
confessed my waywardness to her and prayed for her forgiveness. She
nodded and said that she had forgiven me, but deep inside her heart she
did not. I was certain that she could do anything to hurt me.
Prior to my confession, I had been having setbacks in my business. So I
gathered up the little money I had, borrowed from friends and set up a
booming business for her.”
Mr. Nwoji said he had thought that his wife’s attitude towards him would
improve with time and she would become a dotting wife but he was
mistaken.
“After that incident, we could hardly sit to chat, play or discuss. Our
sex life was also suffering; we practically made love only whenever we
were ready to make babies. Aside that, I would sleep facing the walls.
I was broke but my wife refused to care for my needs out of the proceeds
of the business that I set up for her. She left me to die in hunger.
She became so obstinate and maintained that she wanted the marriage
severed. I called virtually all my family members to intervene and
broker peace between us, all to no avail. She was insisting that the
marriage was better dissolved so we could go our separate ways.
She maintained that there was nothing between us anymore.
After the fruitless meetings with my family members, I decided to leave
the house for her. So early one morning, I packed my bags and made my
leave. But before I left, I spoke to her in a very soft and gentle
manner trying to make her change her mind, but my pleas fell on deaf
ears. I left the house in tears and with a shattered heart,” he
narrated. As a former pastor who caught his first teeth of pastoral services with
the well-known Assemblies of God Church, Olodi Apapa before moving on
to establish the now sealed Glory of God ministries, he was ready to
make his marriage work but kept meeting brick walls.
Mr. Nwoji narrated that after he left his wife, God had mercy on him and
he met and married another woman, a good woman who cherished him. He
said that together he and his new wife started rebuilding their lives.
He was therefore surprised to start getting threats from his ex-wife.His ex-wife went on to start spreading tales to whosoever cared to
listen that Nwoji was deeply involved in rituals which made him super
rich few years after their separation.
On that note, the worried but happily re-married man had to seek an
avenue to redress the matter.
The ex-pastor also recalled that the TV remote drama wasn’t the real
genesis of his marital woes.
He said they kicked off their marital bliss on a good note just like
every other happily married couple until they had their first child.
“I met my wife in 1993 when I was still worshipping with Assemblies of
God church Olodi Apapa were I was later made a pastor.
We dated for a while and finally got married in 1998 in her home town
Mbano, Imo State. We were living in peace and harmony. I entrusted all
my financial assets to her. She was even the signatory to my account,
that is to show you how much love and trust and I once had for her. Her
true self was unmasked when her nephew was brought in to live with us.
She was displaying a callous attitude towards the little boy and I was
protesting, she took offence and it caused a serious fight between us
and that was the first time I laid my hands on her. That fight stirred up lots of unsettled dust, she pin-pointed on it to
do all sorts of mischief but I condoned it all, blaming myself for my
inability to tame my anger.”
Ngozi, Mr. Nwoji’s ex-wife, has since been served court orders never to
harass or embarrass Emeka and his new wife or face the consequences.

Francis, 78, has said before that he would be ready to resign instead of ruling for life if he felt he could not continue running the 1.2 billion-member Church for health or other reasons.
"Let's be clear. The only one who cannot be substituted in the Church is the Holy Spirit," the Argentinian-born pontiff said in an address to some 30,000 people at an inter-denominational rally of Christians in St. Peter's Square.
"There should be a time limit to positions (in the Church), which in reality are positions of service," he said in an address that was in part prepared and in part extemporaneous.
Making clear his comments were not confined to the clergy, Francis added: "It is convenient that all (positions) in the Church should have a time limit. There are no leaders for life in the Church. This occurs in some countries where a dictatorship exists."
In February 2013, Francis's predecessor, Pope Benedict, became the first pontiff to resign in 600 years.
In an interview with Mexican television last March, Francis said what Benedict, now known as Pope Emeritus, did "should not be considered an exception, but an institution."
But in the same interview he said he did not like the idea of an automatic retirement age for popes, for example at 80.

(continuously variable transmission).
The Accord EX also builds
off the LX, but in lieu of the Sport's features adds 17-inch wheels,
heated mirrors, a sunroof, keyless ignition and entry, the power driver
seat, the leather-wrapped steering wheel, Honda's LaneWatch blind-spot
display and a six-speaker sound system.
A woman in Ohio avoided a
parking ticket when she pointed out a missing comma that she claims made
the law too confusing to follow. It happened in the small town of
Middleton, Ohio, where an ordinance lists certain vehicles that can't be
parked on the street for extended periods of time.
The law in question lists vehicles that can not be parked more than 24 hours, including "motor vehicle camper," according to Business Insider.
Andrea Cammelleri took this law to mean that mobile homes could not be
parked for 24 hours on city streets, but figured her pickup truck would
be just fine. When she found a ticket on her truck the next day, she
decided to fight it. She argued she couldn't abide by the law not just
because the law was worded wrong, but because she was unable to
understand the law as it was written. The city argued that it obviously
meant to say "motor vehicle, camper," but didn't have a copy editor on
hand to make sure the comma was in the right spot.
Unfortunately
for Middleton, a judge with the 12th Ohio District Court of Appeals
agreed with Cammelleri. He forgave the ticket and directed the city to
clarify the law if they wanted to keep enforcing the ordinance.
